Existing international environment:
a) International databases published by ITU:
Database with data for existing, registered and planned Satellite communication networks SRS database;
Database with data for antenna diagrams of the Satellite communication networks GIMS database;
Databases with data for terrestrial radio communication networks - TERRABASE;
Databases with geographical data for regions, administrations and countries - IDWM;
Master International Frequency Register (MIFR).
Databases with data for planned wireless communication networks.
b) Databases with terrain data Digital Terrain Map (DTM) available from some organizations (DTM with resolution 30 sec. is free for training utilization).
c) National databases for wireless networks:
Databases with data for registered and licensed wireless networks;
Databases with data with allotments and assignments frequency plans.
d) Ready Software modules and Dynamic Link Libraries (for extracting data from some specialized databases) for utilization on some conditions.
The main part of information within enterprises is unstructured and it is necessary a 'hidden' intelligence to be at the heart to improving the way we interact with information.
The satellite databases are well structured, but some testing and validation is needed:
They incorporate incorrect data for more than 10000 cases, for example:
Maximum power density - less than average power;
The bandwidths of the emission - more than bandwidths of the transmitter.
20% of their volume are redundant data as a result of calculation using other satellite parameters;
The data are insufficient for precise calculations.
The examination of satellite communication networks is complicated and a problems for using these databases exist even for some satellite operators and for affected terrestrial networks. The students have not data and tools for such activities.
Testing and validation is needed for databases for terrestrial networks and for DTM databases for concerned regions.
The frequency plans for digital broadcasting in Europe, Africa and part of Asia was developed on regional conference RRC-06 without using DTM. The calculated interference margins for mountainous regions are incorrect with errors on interferences more than 1000 times over the real situation. The digital broadcasting networks, developed with planned data should not work properly and allotment zone should not be covered with quality signals. The problems are more strong for outdoor and mobility receptions. The hybrid networks with converged services was not take of mind on RRC-06. Every administration and operator should investigate these situations again.
The testing and validation by proper calculations are needed for critical situations when using such results from ITU databases published on ITU WEB.
All source databases for developing digital libraries should be tested and validated before utilization.
The main conclusion is that the training is needed not only for student but even for tutors, for decision making administrative officers, for operators, for small research entities and for SME on Wireless Communication
